Project Title: Invest in Nonprofits Working with Vulnerable Groups to Prevent HIV.

Funding: 1 499 364 rubles, Open Health Institute.

Time frame: 1 February, 2016 – 15 March, 2017.

Aim: Promoting financing low-threshold programs in the field of HIV among IDU, SW, PLWH by regional and federal budgets.

Objectives/Main Events:

Objective 1. Construct a system to monitor programs for the prevention of HIV-infection targeted towards key groups (IDU, SW, MSM).

Objective 2. Finalize and promote recommendations developed in the project with OHI and other partners on the federal and regional levels and in mass media.

The project’s main events relate to the monitoring of programs to prevent HIV infection in the period of 2015 – 2016. The monitoring will determine from where resources allocated to prevention programs come, how much the regions themselves spend, how much money comes from the federal budget, on what the resources are spent, to what degree the prevention programs counter the latest trends in growth of the epidemic, and other information. According to the results of the survey that is conducted, an analytical report will be written and recommendations will be developed with the participation of representatives from vulnerable groups. The report will be disseminated and the recommendations will be promoted among policy makers.
